At first I though Dr. O'Neill was an okay professor. He was a bit condescending, Everything he wrote from assignment instructions to emails were riddled with spelling errors. But its whatever, nobody's perfect right? All the assignments were actually relevant and made sense, until the final exam. Fortunately, I got As and Bs on everything.

I am public management practitioner and academic with over 22 years of accumulated experience in the Canadian and international public sectors, post-secondary education, professional training, and consulting.

My expertise and past practice includes public governance, public administration reform and transformation, senior executive development, open government and citizen engagement, and democratization. In leadership roles in Canada’s government I led national policy initiatives leading to improved social, economic and program outcomes and results.

Internationally I led or contributed to projects and initiatives with the OECD, Organization of American States, World Health Organization, Inter-American Development Bank, United Nations Development Program, and The Commonwealth and organizations in the international civil society sector.

My expertise extends to the assessment, design, development, and delivery of face-to-face and technology-supported education and leadership training and capacity-building for leaders at all levels of the public and civil society sectors. Nationally I have delivered leadership programs for staff across Canadian jurisdictions, most recently for the Government of Nunavut, and internationally to officials of the governments of Costa Rica, Ukraine, Kazakhstan, Vietnam, and China (PRC). As an academic instructor I teach at the University of Ottawa and previously at the École nationale d’administration publique, the universities of Warwick and Birmingham (UK) and have guest lectured at the Webster University, Carleton University and the Canada School of Public Service. I am the author of over 50 peer-reviewed articles, policy papers and reports on the public sector governance, social policy and professional training pedagogy.

The article observes that, to date, government policy research activities have seldom been the object of performance measurement, a factor we ascribe to the relative unsuitability of existing models rooted in a focus on outputs and outcomes, often at the expense of relationships and networks. In reference to the literature and the case study, the article proposes that existing performance measurement models are ill-suited to the task of assessing policy research performance. As a result, the article proposes that a purpose-built model may be needed to achieve this objective. Such a model, the Sphere of Influence of Research Policy model, is provided as an illustration.

    The International Research Society for Public Management (IRSPM)'s mission to is to to develop and support research about public management and public policy implementation among the international research community and to facilitate the creation and dissemination of new knowledge and understanding across this community.
