Timothy O’Brien, a research economist in the Health Coverage for Low-income and Uninsured Populations program, has more than twenty years of experience in teaching and researching in economics. He is proficient with management and analysis of claims data and is expert at translating complex technical concepts to everyday language to create innovative and informative solutions to real-world problems. Tim is a goal-oriented, consensus-building team player with excellent communication, quantitative, and computer skills. His research interests include access to and quality of care for low-income and vulnerable populations, as well as Medicaid policy.

As the task co-lead for beneficiary assignment on the Medicare Shared Savings Program project, leads the integration of beneficiary voluntary alignment into the algorithmic assignment process to identify relevant populations for the Accountable Care Organizations (ACOs), leveraging Medicare provider enrollment (PECOS) and Physician Compare data. Calculates expenditure, utilization and quality measures using commercial, Medicaid, and Medicare data for both the evaluation of the State Innovation Models (SIM) Initiatives (rounds I&II) and the of the Maryland All-Payer Model, and of the Multi-payer Advanced Primary Care Practice (MAPCP) Demonstration. Consulting analyst on the Alternative Payment Model (APM) Program Analysis Contract, which is developing and implementing the 2015 Medicare Access & CHIP Reauthorization Act’s the Advanced APM program.
