    the book argues that ruling stratum in Albania has been able to systematically undermine all the efforts to build modern and sustainable political

    economical

    social and cultural structures that would have permitted a successful transformation of the system. Instead

    the Albanian political system is held hostage by a ruling stratum that has established a mafia state ruled by a consolidated oligarchy that exploits the social and cultural divisions to further its own goals. The book examines the Albanian transition through a framework that draws on elite theory
