For 43 years, I have spent my professional career in the study, practice, training, teaching, and research of public administration; most notably involving local government management. As a practitioner, I had the honor of serving as a Chamber of Commerce Manager for 3 years, a County Project Manager for 2 years, and in the City Management profession for 26 + years; retiring as the City Manager of Naples, Florida in 2007. For the last 12 years, I have taught in the MPA program at Florida State University (6 years) and currently teach in the MPA program at Florida Gulf Coast University (since August 2013).
I also serve as an Adjunct Professor in the USF Master of Criminology Program. Throughout my career, I have had the pleasure of conducting local government training programs for the Florida League of Cities, the Florida City and County Management Association (which I am a Past President), the Florida Association of City Clerks, the Florida Center for Public Management, and the Florida Institute of Government. I have also facilitated strategic planning and ethics and sunshine law programs for cities and counties around the state of Florida.
In addition to my association with the aforementioned agencies, I currently serve on ICMA's Advisory Board on Graduate Education and serve as the Faculty Advisor for the ICMA Student Chapter at FGCU. My recent research includes publications in the Journal of Public Education, Compensation and Benefit Review, State and Local Government Review, and Public Management.
In addition, I provide consulting serves to local governments via my firm: Local Government Advisors, Inc.; specifically, providing facilitation services, strategic planning services, and organizational assessments.
