Business Development, senior advising, R&D innovation development linked to awarded competitive contracts, BAA, SBIR, OTA, and IDIQ contracting. Led or participated on 47 Source Selection Evaluation Boards (SSEBs). My various positions of increased responsibility on DoD projects included specializing in various modeling, simulation & training (MS&T) for increased human performance using technologies incorporated for training aids, devices, simulations, and simulators.

• US Army Research Development Engineering Command

  Chief of Operations and Branch Supervisor / Manager

  Responsible for technical direction, infrastructure, and day-to-day operation of the Army facility at the US Army Research Development and Engineering Command (RDECOM) Simulation & Training Technology Center, Orlando, Florida. Additionally, managed $75M IDIQ with the University of Central Florida.

• U.S. Army Research Laboratory

  Chief Engineer

  Longest serving member on the Team Orlando Board of Directors. Working alongside leaders from PEO STRI, NAWC-TSD, AFAMS, PM TRASYS, DHS, VA SimLEARN, and UCF. Plan, organize and provide strategic direction for the modeling and simulation activities at all levels on various projects with the US military/academia/industry which include: evaluating project requirements, creating innovative technical solutions, VIP briefings/demonstrations, developing effective training and ensuring quality service and compliance with targeted goals and objectives.

  Dr. Finkelstein is the longest serving member on the Team Orlando Board of Directors. Holding steadfast to their single goal of improving human performance through simulation, Team Orlando is a unique collaborative alliance formed by U.S. leading military modeling simulation training commands, and supplemented, supported and augmented by academic and industry leaders in the modeling and simulation, human performance and training domains.
