My research is an analysis of policy reform for the U.S. Military Retirement Policy from 1965 to 1999. The work is based in Punctuated Equilibrium Theory and the Advocacy Coalition Framework and has conclusions about why long-standing policy is changed and reformed.

My teaching interests include Leadership, Strategic Planning, Public Policy, Public Budgeting, and other Public Administration areas. I've taught at the undergraduate and the professional continuing student level. I am on the UNO Bachelor of General Studies faculty and have served on the Nebraska Certified Public Manager faculty. I love teaching....both on-line and in class.

In my 26year public service career, I was a career military officer with extensive experience in installation management, emergency management, leadership, and planning (in civilian terms, I was a city administrator). The work that city administrators accomplish, especially in our small cities across America, is vital for the continued vibrancy of our cities and towns.
